This was a long process since
the act officially creating the ILL was not signed until 17 January 1967. It has to be understood that the Geneva Agreement of 1964
was concluded on the basis of a very immature project, and that
if there was a desire to build a Franco-German neutron source in Grenoble61 the nature of the source and detailed planning and precise financial costing remained to be clarified. At the time of the Geneva Conference it was not known if such a source would cost FF 50M or
500M. Ministers declared62 that negotiations should not dwell on this point, and this would be examined later. It was also necessary to define the legal basis for the construction of such a joint source.
