The inspection of 8 February 2008 examined the arrangements made at ILL to guarantee proper reactor cooling. The inspectors first visited the reactor control room to check the systems for monitoring the physico-chemical properties of the primary and secondary circuits. They then visited the pumping station and reactor hall. They also examined the regular testing and maintenance procedures for the reactor cooling equipment.
The inspectors found these arrangements to be satisfactory. The management and performance of the maintenance and testing operations during reactor shutdowns were considered to be very thorough. The installations visited were well maintained. Progress is nevertheless expected in terms of the quality assurance procedures applied to monitor certain daily testing routines (secondary circuit water analyses). ILL does not always respect the periodicities required by the General Operating Rules for routine checks on the natural convection and anti-siphon valves and the condition of the heavy water leak detection plugs. This was considered to be a significant observation.
